RUSSELL BROWN
Russell Brown has been a Chapter 13 Standing Trustee for the District of Arizona since 1996. He graduated Kansas State University and Washburn University School of Law. Before becoming a trustee he practiced consumer bankruptcy law for eleven years.

He serves or has served on various local committees including three Bankruptcy Rules Committees, Chapter 13 Fees Committee, The Consumer Protection Committee of the State Bar, Chapter 13 Model Plan group, Bankruptcy Court Website Committee, and Bankruptcy Court ECF Users Group.

Russell has been a speaker on Chapter 13 issues and conducted many seminars for Arizona practitioners. He is a past member of the Board of Directors of the National Association of Chapter 13 Trustees (NACTT) and currently serves on the Board of Directors for the National Data Center.

He serves or has served on various NACTT committees including the Due Process Committee, Insurance Working Group, Standing Trustee Alliance for Computer Security, Trustee Outreach. Statistical Data Committee, and Website Committee. He was the trustee representative on the national Additional Stakeholders Functional Requirements Group (CM/ECF Next Generation Project for the Administrative Office of the Courts) for 2010-2011. Russell is a Certified Fraud Examiner (ACFE).
RACHEL FLINN
Rachel Flinn is the staff attorney for Russell Brown, Chapter 13 Trustee. Prior to accepting the staff attorney role in 2015, she represented consumer bankruptcy debtors.

In 2008, Rachel obtained her J.D. from Northern Illinois University College of Law. After graduating from law school, she moved to Arizona and became a member of the Arizona State Bar in May 2009.
GARY STICKELL
Gary Stickell represents individuals who seek bankruptcy protection. A leader in the Arizona bankruptcy community, he co-founded the Arizona Consumer Bankruptcy Council and was an inaugural Master of the Arizona Bankruptcy American Inn of Court.

Gary speaks regularly on consumer bankruptcy topics. In recognition of his efforts to mentor and educate lawyers new to the practice of consumer bankruptcy, Gary received the 2010 Award of Special Merit from the State Bar of Arizona. He has also been honored as a Member of the Year by the Arizona Consumer Bankruptcy Counsel in 2011 and received the Pro Bono Distinguished Service Award from the Arizona State Bar, Bankruptcy Section, for his “extraordinary efforts to establish the Chapter 13 Expert Panel.”

Gary received his law degree from Boston University in 1981 after earning his bachelor’s degree at George Washington University. Gary has been licensed to practice in Arizona since 1982.

In the community, Gary is a past chair of the Greater Phoenix Youth at Risk Foundation and is recognized as a founding volunteer leader of the organization. Gary served as the membership chair of the Brophy Dad’s Club and, later, chair of its Horsepower Magazine. He served as his sons’ Cub Scout pack chair and den leader and coached their T-ball and Little League teams.
